Twelve years as owner and president of Dirigo Strategies, LLC, providing business consulting services, international sales assistance, and project support services to marine industry corporations of all sizes and to government agencies.  Thirty years of military service in the U.S. Coast Guard as a ship officer and captain with staff assignments in planning, finance, and research and development.  Master of Business Administration, B.S. in Marine Science, and Certificate of Public Leadership from The Brookings Institution.

Dr. Jack McCready Generators, Cyber

Certified as a LEVEL III Systems Engineer for all power systems – generation, cabling, and transmission lines out of the plants. Covered every power level from 24v through 480V Master Control Centers and up to the 345KV lines. Handled main generators, emergency backup generators, and failsafe battery systems. Work covered nuclear facilities, oil-fired and coal-fired plants, and gas turbine systems.

During Master’s program at the University of Toledo worked on Wind Turbine blade vibration analysis checking calculations on vibration harmonics. Holds patents on vibration analysis and vibration suppression mounts.

Lee Scruggs Applied AI

Chief Technology Officer for the U.S. Coast Guard.  Provided guidance in developing joint national mission initiatives for artificial intelligence support focused on USCG mission sets of search and rescue, disaster response, and aircraft maintenance.  Served as first and second-line supervisor to monitor, assess, and implement emerging technologies to add value to CG intelligence efforts.  In industry, led multiple consulting engagement teams through the entire lifecycle of program and project management for public sector clients.  Achieved over $22 million in new contracts and purchase agreements, and developed effective teaming partnerships with subcontractors. Responsible for project staffing, invoicing, budgeting, and profitability analysis.  

Graduate level instructor in entrepreneurship and innovation strategy.

Paul Lattanzi Risk Analysis & Studies

Assists private and public organizations with navigating Federal regulatory safety and security requirements for ships, facilities, and waterways. Served as the Officer in Charge of Marine Inspection with a two-state Area Of Responsibility.  Led the federal review for America’s first operational offshore wind energy project, served as a United Nations consultant to 39 nations regarding international shipping conventions, and was lead author for an International Maritime Organization manual regarding contingency planning.

Recently completed the Navigation Safety Risk Assessments for Ørsted’s 1.1 GW ocean wind farm off the coast of New Jersey.


Dr. Bruce Viekman Sediment Transport & Currents

Doctorate- level work focused on the structure of turbulence near the seabed, extending theory from the atmosphere into the oceanic depths.  Lead author for peer-reviewed articles on relationship between turbulent flows and ocean bottom bedforms.  As Deputy Commander for the International Ice Patrol, developed new algorithms to merge drifting buoy data into sea current databases, providing state-of-the-art sea current flow vectors in near-real time. Instructor in Oceanography and Meteorology at the U.S. Coast Guard Academy.  Consultant in system engineering for the US Navy ASN(RD&A) Chief Systems Engineer.

Philip Woodcock OSV Fleet Ops, Trng

Provides general, commercial, operational and safety management assistance to well-known maritime companies and shipyards across a wide variety of projects from both western Canada and Rotterdam in the Netherlands. Has provided on-site and remote audits of client’s safety, security, and quality management systems as an internal auditor or consultant. Worked for 12 years in commercial ship management in the cruise and offshore energy industries.

British Master Mariner (II/2) certificate of competency. MSc. Marine Policy with Distinction at the University of Wales, Cardiff.

Mike Donnelly Master Electrician

Master Electrician in Maine, New Hampshire, Vermont, and Massachusetts.  Twenty-four years installing and trouble-shooting commercial photo-voltaic systems (50 KW to 2.3 MW). NABCEP certified.  Provided coordination with project engineers, utility companies, and code enforcement officers.  Project manager and field supervisor. Approved for work on federal facilities.
